U-turn slots help save P40M in fuel--MMDA study

MANILA, Philippines--An in-house study by the Metropolitan Manila Development Authority showed that its often-maligned U-turn slot scheme on major thoroughfares save some P40-P50 million in fuel every year, the agency said on Sunday.

The MMDA also said that its rerouting schemes have been enabling motorists to save more than P2 billion every year since 2005 in terms of gains in opportunity and productivity as a result of speedier traffic.

The cost-savings analysis was based on findings from the monitoring and study of Metro Manila traffic by the Traffic Engineering Center of the MMDA, the agency's public information office said.

"In terms of fuel savings only, P42.84 million is saved every year since 2005 on normal U-turn slots on non-widened roads, while P51.45 million is saved on U-turn slots on widened roads," MMDA Chair Bayani Fernando said.

MMDA officials said the savings resulted from significant increases in the average vehicular speed along the 23 U-turn slots set up by the agency on major thoroughfares.

"In terms of total savings to motorists, or the savings in take-home pay and ... opportunity and productivity, it was revealed that up to P2.33 billion is saved every year since 2005," the MMDA said.

MMDA officials said that despite the brickbats thrown their way because of the "unconventional" U-turn slot scheme, "what they don't know is that the U-turn slot has operational efficiency in time and space."

"At a U-turn slot, the flow of vehicles is non-stop and non-gap," the MMDA said.

"This is felt even more when traveling at night, in which the flow of traffic at the U-turn slot is continuous, unlike some corners where motorists need to stop at the red light," the agency said.

Last week, the TEC also reported much faster travel times along C-5 Kalayaan, which registered an increase of 90 percent since the elevated U-turn interchange was formally opened to motorists.

"The U-turn or modified rotunda scheme is one of our solutions in areas with traffic gridlock problems like C-5 Kalayaan," Fernando said in a statement issued by the PIO.

The MMDA further said accidents arising from the use of concrete barriers at U-turn slots accounted for 0.13 percent of total road accidents, or 84 cases from a total of 63,072 since 2007.

The agency said the figures were based on the Metropolitan Manila Accident Reporting and Analysis System, which studied data from all police stations in Metro Manila.

Based on the data, from January 2005 to July 2008, 2,344 accidents occurred at 11 intersections on Edsa with signal lights, compared to just 499 accidents at 23 U-turn slots in the area.

It also showed that eight deaths and 237 injuries were monitored at intersections with signal lights, compared to just five deaths and 43 injuries at U-turn slots, the MMDA said.

sus ilang u-turn slots at ilang intersection ba ang nasa metro manila. sigurado naman masmaraming intersection with signal lights. masmataas pa rin ng percentage ng aksidente at ng namamatay ng u-turn slots.

Bayani’s Kalayaan fiasco

Bayani Fernando, chairman of the Metro Manila Development Authority, is the engineer-wannabe who designed the expensive Kalayaan elevated U-turn that is now being built.

Engineers I interviewed have termed it "Jurassic," "irreversible," and "defying international standards of traffic and safety."

The core problem lies in Bayani’s perception that he is infallible; criticisms against him are simply ignored. His bullheadedness is the issue. The Kalayaan project reflects not only a first-class engineering blunder, but also bad governance. The senior transportation engineers I interviewed have been building interchanges for decades.

Jurassic talaga. take note si bayani fernando hindi civil engineer, mechanical engineer. hindi ko nga alam kung licensed mechanical engineer. dating may ari siya ng BF construction. sabi niya nag divest na daw siya sa company nya. ang namamahala na ng kanyang dating kumpanya ay ang kanyang 28 years old na anak. galing mo. sino ang niloloko nitong hinayupak na ito.
